That's entirely possible. I don't know when Nintendo started denying all queries for permission, but I know that they do now.

However, if we purchase a arrangement that has already been written, we can just call what i wrote an alteration. we've done it nearly every year.

No. You'd still need permission. You'd actually need permission from Nintendo and the arranger you'd be getting the arrangement from.

Unless a publishing company publishes an arrangement of something, the contract between an arranger and the copyright owner is for a very specific length of time.

I was asked by a New Jersey band dude to also write the 3rd movement (ballad) for a marching band show.

Theoretically yes. Now, if he's writing an all new part not related to the included percussion, that's allowed.

At rehearsal Monday our BD showed up with a giant container of cookies. Turns out a little old lady loved our show Saturday so much that she made us homemade chocolate chip cookies and wrote us a letter about home awesome we were. Easily my favorite moment of band. Haha

A few years back when my school only had a drumline, our old director was crashing cymbals underneath his legs during rehearsal, and on the third time that he did, he clipped his right nut and fell on the ground, crying and screaming in pain. Then, the new band director that came to start the entire band program the next year walked in the room, stood there for a second, and then walked out.
The only musician you should try to be better than is the musician you were yesterday.
