Small Tenor Tuning

I have a set of 6, 8, 10, 12, 13 set of Yamaha tenor drums and I'm having trouble trying to tune them. Sometimes they sound dead and sometimes there's to much overtone. I was wondering what are some good ways of preventing that.
I also know about the major 3rd, minor 3rd, minor 3rd tuning scheme but sometimes a couple of the drums always seem too low or too high. I was wondering if anyone could give me some specific notes for this configuration that sound good.

Typically my line tunes the drums 4321 to DFAC and then the effect drum just to the point where there is no pitch. Also making sure the drums are tuned perfectly will get rid of alot of the overtone but remember that some overtone is not bad.
